The present document has been elaborated by a group of NGOs that have had installed capacity in Central America for several years. During this time, they have given their accompaniment and support to social and economic reinsertion of the most vulnerable peoples and sometimes have been excluded from the participation in the development of those countries.

Through this information, we intend to give a general idea of the situation created by Hurricane Mitch, contributing a series of initiatives and recommendations for the better inversion of help offered by the European Union.

Convening to specify the conclusions form part of a generalized opinion that were inspired by the initiatives of NGOs and civil organized society in the four countries most effected by the hurricane. They are brought about in order to obtain spaces of participation in the reconstruction for humane and sustainable development in Honduras, Nicaragua, Guatemala and El Salvador.
